Situation: the client has a Windows 2016 server hosts multiple VMs. They have a problem to access any of VMS using Console connect with a message saying cannot connect VM now and try it later.
Troubleshooting: The Windows 2016 has some updates waiting for the update. Installing and restarting fix the problem.
