Cannot Delete folder: The directory is not empty - Resolution with screenshots

Situation: When attempting to delete a folder in external drive, we receive this message: Cannot Delete folder pubnumber: The directory is not empty

I have tried to take ownership and make the login administrator account has full rights on the folder. I also try to use del command. I can't rename or move the fodler to different drive because it doesn't have the option available as show the screen shot. I think the problem is it is too deep. How do you delete it?
