Can't run executive file in Windows 7

Situation: The client download the DVMax program on his Windows 7. When he tries to install it, he an error saying he needs permission to run it.

Troubleshooting: 1. His account is member of administrators.
2. Event try to logon the administrator, get the same error.
3. The user has full rights on the file and folder will be installed.
4. We have tried to take the ownership, but can't run the executive file.
5. We fix the problem by right click on the executive file and select Run as administrator.
