Case 1: This could be permission issue. If this is workgroup environment. make sure Everyone and Authenticated Users have been added in local policy "Access this computer from the network" on both Hosts. To do that, please add the account Computer Configuration | Windows Settings | Security Settings | Local Policies | User Rights Assignment | Access this computer from the network and run the gpupdate /force to check the result:

Case 2: If this is domain environment, make sure Everyone, Authenticated Users and Everyone and Authenticated Computers in "Access this computer from the network" policy.

Case 3: If this is a workgroup environment, it is recommanded to perform Hyper-V Replication over Certificate in Workgroup and use port 443. Kerberos authentication is better to be used in Domain Environment.

I setup use HTTP or port 80. The firewall allows http. What could be the problem?

More information. Both hosts are in a workgroup.
