Adding port to Windows Firewall using Group Policy doesn't work

Q: I have followed this article: How to add port to Windows Firewall using Group Policy to open port in Windows Firewall. However, it doesn't work and Windows Firewall with Advanced Security shows Block in Action. Why?

Windows Firewall with Advanced Security

A: The parameters for an open port is incorrect. In one case, Scope:Enable was entered. It should be Scope:Enabled (it misses "d"). In another case, Scope:Enabled wasn't enter.
