Activation process stops responding at "Waiting for Services"
Event ID 20000: Old OTAKEYGEN packet is cancelled, Tag=12
Event ID 20314: Device ID used to be 308EA696 but is now blank
Event ID 20460: [SRP] Connection failed
Event ID 50000: Controller: This BES Agent is under control of BlackBerry Agent Controller
Event ID 50049: Waiting for external UDP log messages on port 4085
Event ID 50079: 2 user(s) failed to initialize
Event ID 50076: Starting BlackBerry Mailbox Agent 1 for Server BES - Version 4.1.2.23
Event ID 50096: [SRP] Dispatcher\SRP Connection established


Situations: 1. The client installed Blackberry Server Express 4.1. When a user attempts to activate Blackberry phone,  he sees this process:

Contacting server...
Verifying encryption...
Encryption verified.
Waiting for services...

After 3 tries, the activation gives up.

Case 1: delete the email account on the phone and delete the user from the Blackberry Server Express. Re-add it and generate a new password. That fixes the problem.

Case 2: Make sure the password is not expired.

Case 3. Make sure you have wireless strong signal.

Case 4: If the user has a lot emails, Contacts and Calendars, or the wireless signal is weak, try to activate using Blackberry Desktop Manager or Web Desktop Manager.

Case 5: It could be A corrupt state database or profile.

Case 6: The Microsoft XML Parser version is earlier than 4.20.9818 Service Pack 2.
To determine what version of Extensible Markup Language (XML) the BlackBerry Enterprise Server is using, open up the BlackBerry Agent Log and look for the following log line.

Case 7: Make sure the BlackBerry Policy Service is running.
