Can’t create VPN on Vista – Event ID: 7023, 20063, 20151 and 20070

Symptom: the client can’t create a VPN on Vista. The Event Viewer also lists the following errors:

Event ID 7023
The service Remote Access Connection Manager stopped with the following
error: Can not find the module.

Event ID  20063
Remote Access Connection Manager failed to start because the Point to Point
Protocol failed to initialize. The specified module could not be found.

Event ID  20151
The Control Protocol EAP in the Point to Point Protocol module
C:\WINNT\System32\rasppp.dll returned an error while initializing. The
specified module could not be found.

Event ID 20070
Point to Point Protocol engine was unable to load the module c:\Program
Files\Cingular\Communication Manager\EapTtls.dll. The specified module could
not be found.

Troubleshooting: According to the events log's description, the issue may be
caused by the third party network program "Cingular". The program may
modify the system file in order to implement some function. However, due to
some unknown reasons, the program corrupted and it caused the error event
ID: 20070 "Point to Point Protocol engine was unable to load the module".
Finally it caused the VPN connection failure.

In order to isolate the cause of the problem, please take the following
actions:

Step 1:
=========
Reinstall the third party program "Cingular" and recheck the issue. If the
issue still occur after you reinstall and re-uninstall the third party
software. You need to contact the software manufacturer, and download the
cleanup software to remove the AT&T/Cingular Communication Manager
completely.

Step 2:
=========
NOTE: Using Registry Editor incorrectly can cause serious problems that may
require you to reinstall Windows. Please ensure that you do appropriate
backup before you modify any registry key.

1. Run "regedit"
2. Locate to
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP"
3. Backup and delete all keys except "13", "25", "26". Note: The default
keys are 13,25,26.
4. Reboot and recheck the issue.
