SCCM Clients don't show up in SCCM Console

Situation: We are running SCCM 2007 SP2.  In the past weeks, we have added some new Windows 7 clients (not sure XP client because all new clients are Windows 7) to our network. The group policy applied to them and SCCM agent were installed. However, they don’t list in the SCCM console>all system or windows 7 system. Running Update the collection membership doesn't fix the problem.

Resolution:  We reboot the SCCM server or restart the SQL services. Then we can see all new clients. But the question is why we need to do that.
