Logon failure user has not been granted requested logon type

I have a vista laptop (Home Premium edition) connected to network wirelessly.
I have workgroup called 'WORKGROUP".
I have 2 more desktop one in located in second floor and one in main floor.
I am doing file and Printer sharing, my Laptop can connect to desktop in
mainfloor and can access files and folder which i shared. However, my PC on
2nd floor I cannot access the files and cannot access the shared printer. I
can ping the PC in second floor to my laptop.
this is the exact error message I got:
"You might not have the permission to use this network resource. contact the
administrator of this server to find out if you have access permission"

when I go to the network i can browse the PC on second floor, but when I
click it i got this message: Logon failure the user has not been granted the
requested logon type at this computer.

Laptop information: Dell Vista Home SP1
2 desktops (both are dell) XP professional SP3 version 2002

Troubleshooting:
==============
1. Check share permission on problematic XP machine
1) Run "net view \\computername" to check if the folder and printer you are
going to access has been shared
2) Let's first troubleshoot shared printer, Control Panel -> Printers and
Faxes, right click the printer -> Properties -> Sharing, check if it is
shared
3) On Security tab, check if the user you are using has proper permission
to Print.
4) If not, you have to grant Print permission to the specific user.

I found a solution from internet and the issue was resolved.
I download and installed "Windows Resource Kit Tools"
also run this commands: net user guest /active:yes
ntrights +r SeNetworkLogonRight -u Guest
ntrights -r SeDenyNetworkLogonRight -u Guest

now, i am tyring to access the laptop from desktop PC but i cannot access it.
i tried to run this command from the laptop but this laptop is VISTA.
as i understand that VISTA is not supporting simple file and sharing.
is there any way to access the VISTA resources?
