FTP: 550 The system cannot find the file specified

Q: I follow this article How to install and add FTP Site in Windows 2008 R2 - http://www.howtonetworking.com/Internet/ftp1.htm
to setup FTP in Windows 2008 R2. But when I access FTP from the Internet, I get "An error occurred opening the folder on the ftp server" and can't access it.
