Can't access the Internet after adding access-list

Situation: the client tries to allow DMZ 192.168.199.1 access the inside computer 10.0.0.11. after he added this command in PIX:
access-list test permit ip host 192.168.199.1 host 10.0.0.11

No one inside can access to the Internet. He can ping the outside IP from the PIX but not from the inside computers until he issue the following command:
