New switch can't ping a VLAN

Situation: The client bought a new Cisco 2960 switch. He configured trunk to connect Cisco 4503 switch. The new switch can ping LAN and public IP addresses, but not VLAN10.

Troubleshooting: he need to create interface vlan10 and assign one of vlan IP address to the new switch, for example
interface Vlan10
description iSCSI VLAN
ip address 10.255.255.250 255.255.255.0
