Make sure you are in VTP server mode, for example,

3560_6(config)#vtp mode server
Setting device to VTP SERVER mode
3560_6(config)#vlan 10
3560_6(config-vlan)#end

The vtp server command is the functional equivalent of no vtp client command except that it does not
return an error if the device is not in client mode.
