Windows Firewall fails to start with error code 5 in Vista
Biz, and driver of Moto Q cannot be installed on this laptop.

Let's focus on Windows Firewall cannot start first. As I checked, error
code 5 indicates Access Denied, so I suspect that the user lost access to
some critical handlers.

Before troubleshooting, I would like to confirm if this computer is in a
domain.

To troubleshoot this, please do following steps.
1. Check the status of Base Filtering Engine service. Due to Windows
Firewall service has dependency on this service, if it stops, then Firewall
service will stop also.

2. If the Windows Firewall service fails to start, please use local system
account to run it in a separate process.
To change the logon account of Windows Firewall service, you must modify
the registry to separate the Windows Firewall service from the main Svchost
process. To do this, follow these steps:

1) Search and locate the Svchost.exe file.
2) Make a copy of the Svchost.exe file and call it "Svchost_firewall.exe".
3) Click Start, click Run, type regedit, and then click OK to start
Registry Editor.
4) Locate and then right-click the following registry subkey:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MpsSvc]
5) Modify the ImagePath key so that the value is
%systemroot%\System32\Svchost_firewall.exe -k LocalServiceNoNetwork. (The
default value is %SystemRoot%\System32\svchost.exe -k
LocalServiceNoNetwork, please double check the name on your client machine
in case the name is different)
6) Exit Registry Editor.
7) Start -> Run -> type "services.msc"
8) Choose "Continue" when UAC jumps out
9) Navigate to Windows Firewall
10) On General tab, click Stop
11) On the Log On tab, choose Local System account.
12) On General tab, click Start.
13) If any other service depend on it, please remember to manually start
that certain service after above changes.
14) Reboot to verify if it resolves the issue.

3. Verify this issue in Safe Mode with network

1) Restart the computer and start pressing the F8 key on the keyboard. On a
computer that is configured to boot multiple Operating Systems, press the
F8 key when you see the boot menu.
2) When the Windows Advanced Options menu appears, select Safe Mode with
network, and then press Enter.
3) Log onto Windows by using the Administrator account or any user account
with Administrator privileges.
4) Check whether this issue persists in Safe Mode with network.
