Case 2: Disable add-on or run IR without add-on. To start IE without addons, use "Start" -> "Run" -> "iexplore -extoff"

To disable add-on, click on Start Menu -> Programs -> Accessories -> System Tools

Case 3: make sure the proxy server is disabled. Go to Tools, Internet Option, Connections, LAN Setting, make sure everything there is cleared. nothing needs to be checked.
