VPN Error 709 - can't change the password

Situation: When attempting to change password over VPN, you may receive this message: Error 709: Cannot establish the Dial-Up Networking session. Check your
server type settings in the properties of the connection, and try the connection again.

1. Make sure you enter correct password on both new and confirm.
2. Make sure new password meets to the password policy.
