You were not able to add an user
account as the Exchange administrator with View-Only Administrator role in
Exchange Management Console. However, it can be done in Exchange Management
Shell.

Firstly, please understand that when we add Exchange administrator in EMC,
these operations will be translated into cmdlets which are readable by the
Exchange server. Therefore, you may see the Exchange Management Shell
command under the error message. What you did in the EMC should take same
effect as you run the command in EMS.

Secondly, per the error message, it seems there might be some Directory
Service issues at that time, and it is likely to be temporary issues. At
this point, I suggest you try to remove and re-add the view permission in
EMC again.

you are right it's DC issue. After we moved RID and PDC roles from DC-2 to
DC-1, everything is OK now.
