What protocol is used to connect to the internet

What protocol is used to connect to the internet? IPv4 or IPv6 or both?

IPv6 will be dominant in Windows Vista. What does this mean? If you have
the option of using either IPv4 or IPv6 for a particular application, then
Windows Vista will default to using IPv6
