Access denied when accessing Master Page in SharePoint 2007

 

Situation: We are running SharePoint 2007. When I try to access the Master Page from Site Actions>Site Settings, I receive "Access denied". I am home owner and have full control. I have assigned design permission and added myself to designer group. I also tried to login using administrator, but get the same error message. How do I fix it?

Root Cause
===========
The user account has no permissions to access the “Master Pages”.

Solution
===========

Add the user account to the group “Site collection Administrators”:

Central Administration ->Application Management->Site collection administrators-> change the corresponding site collection->input the account -> click “ok”.
