Could not login to the FTP with the user name and password specified

530 Connection refused, unknown IP address

Event ID 8 - FTP Server could not create a client worker Thread for user at host xxx.xxx.xxx.xxx. The connection to this user is terminated the data is the error

"IPSec" Not Yet Supported on property: IPSecurity

Situation: The client just re-configured the FTP server running Windows 2000 to deny all access except certain IP addresses. After the configuration, FTP clients whose computer IP addresses are allowed can’t access the FTP site with this message:  “Could not login to the FTP with the user name and password specified”.

Troubleshooting:

  1. telnet port 21, receive error “530 Connection refused, unknown IP address”
  2. If Switch back to default settings, all computers are granted access, and restart the IIS service, the any one can access the FTP site.
  3. The FTP server Event Viewer lists Event ID 8 - FTP Server could not create a client worker Thread for user at host xxx.xxx.xxx.xxx. The connection to this user is terminated the data is the error.
  4. Using cscript adsutil.vbs enum msftpsvc/<FTP site number>/root command line displays this following error message: DataType: "IPSec" Not Yet Supported on property: IPSecurity. ErrNumber: 0 (0x0).

Analysis: This problem can occur when the metabase flag for IP Security is not correctly removed from the metabase after changes are made to the IP Restrictions. Although the settings are changed so that everyone has access to the FTP site, the setting in the metabase is still flagged.

Solution: Use cscript adsutil.vbs delete msftpsvc/<FTP site number>/root/ipsecurity command line to delete the ipsecurity. Then restart IIS.
