ActiveSync not working for 1 iPhone

Situation: the client has 1 user who cannot get email on his iphone 8. There are 20 other people on the same database on the same server who get email ok. They have tested his account on different phones and it allows the setup of the account and shows all the ticks but emails never come through.

The server his mail is hosted on is Exchange Server 2013. They cannot find any details on his account properties that are different from other users who are getting emails on their phones. His emails work fine in Outlook and in OWA.

Troubleshooting: enable inheritance by going to AD account properties + security tab + advanced gives an "enable inheritance" button. Then deleted and re-added the account
