Move email queue from one Exchange server to another Exchange server

We have 4 Exchange servers for redundancy, exch-mail01, exch-mail02, exch-cas01 and exhc-cas02. Once for a while we have this issue: some email stay in the queue of the exch-mail02 while the exch-mail01 queue is clear as shown below.

The users who's email stay in the queue will receive a "Delivery delayed" message and eventually, they will receive can't delivery email with 400 4.4.7.

Is there a way to send these email out or move them to exch-mail01 so that they can be sent out?

Fixed: We found the queue Last error shows: 451 4.4.0 Primary target IP address responded with: "421 4.2.1 Unable to connect." Attempted failover to alternate host ...". I have found some cases in this post: 451 4.4.0 Primary target IP address issue n Exchange. That leads me to a right direction.

When I check the cas02 server TCP/IP setting by ping and tracert, I got this message:

PING: transmit failed. General failure.

Transmit error: code 1231.

Then I found the cas02 server doesn't have correct default gateway setup.
