Troubleshooting: tested the email address in https://www.testexchangeconnectivity.com, it is OK. After checking the email address settings, we found the client created the email address using internal domain name not the Internet domain, for example blin@chicagotech.local instead of blin@chicagotech.net. Create blin@chicagotech.net address fixes the problem.
