VPN Error 651 - Your modem (or other connecting device) has reported an error

VPN Error 800 - Unable to establish the VPN connection

Situation: The client setup Windows 2000 server VPN behind the Netopia R3100 Router. When trying to establish the VPN from Windows 2000, he receives Error 651. He may receive Error 800 if he uses Windows XP.

Troubleshooting:

  1. We can ping the VPN’s public IP.
  2. Telnet port 1723 seems receive respond.
  3. Internal Client can establish the VPN without any issue.
  4. The Event Viewer doesn’t have any errors.

Problem: After login the router, we find that the TCP port 1723 doesn’t point to any inside computer.

Solution: Forward the port 1723 pointing to the Windows server.
