Can't access outside VPN

Situation: After upgrade Cisco PIX to ASA, the VPN clients in the private network work can't establish outside VPN and they get error 721.

The ASA block GRE traffic. We added this command line to the ASA:
access-list outside_access_in extended permit gre any any
