Can't save file in Windows 2008 VPN server shared fodler

Situation: The client created a VPN server on workgroup Windows 2008 server. After establishing the VPN connecting  and mapping a shared folder, the user can't save a file to the Windows 2008.

Troubleshooting: For a test, we try to save the same file to Public folder. It works. Comparing both Public and shared folder, we found the Public folder has been assigned everyone group to the Security tab and the shared folder was assigned the permissions to users. Adding Everyone group to the shared folder, the user can save the file.
